Kultuuriliider is a leadership development programme for managers of Estonian cultural institutions, run by the Ministry of Culture together with Visionest Institute.
Recent global crises — health, energy, security — have shown how deeply cultural life, national resilience and the way we relate to the world can be affected. The programme helps cultural-sector leaders make their daily work more effective, raise team performance and build a new generation of top managers for cultural institutions.
The programme is open to top and middle managers of cultural organisations, and to employees with high leadership potential, regardless of the size or ownership form of the institution.
Participants build a personal, team and organisational development plan and work on practical topics: adapting their leadership style, analysing global trends and funding models, reviewing the organisation's development plan, growing revenue, redesigning the core service, improving employee experience and shaping a strong culture of cooperation.
Total volume is 264 academic hours: 114 contact hours and 150 hours of independent work — an introductory webinar, 12 training days, practical assignments at the workplace, 7 follow-up online meetings with trainers, job shadowing and, where needed, personal coaching or mentoring. A certificate is issued to participants who attend at least 75% of the training and submit at least 75% of the assignments.
The programme runs from 3 September 2026 to 20 May 2027 and is delivered by Invicta OÜ trainers. The group size is up to 16 participants. The fee for the participant or the institution is 504 euros including VAT; the remaining cost is covered by the Ministry of Culture.

- Strongly motivated to develop consciously as a leader
- At least one year of management experience
- Willing to contribute to the development of the team, the institution and the sector
- Ready to invest time and energy and complete the full programme
