Ida-Virumaa has persistently high unemployment and, with the green transition, faces new labour-market challenges. The programme targets economically inactive non-Estonian-speaking women aged 40–64 — the group with the lowest activity and employment rate in Estonia.
We recruit and train 12 ‘Bridge-builders’ — people who understand both employers’ expectations and the cultural and linguistic context of the target group. After a 2.5-month training (May–Aug 2026), 6 Bridge-builders are hired on fixed-term contracts to actively bring women back into the labour market.

- Secondary or vocational education
- Strong communication and empathy
- Living in Ida-Virumaa (preferred: Jõhvi, Sillamäe, Kohtla-Järve, Narva)

- Readiness to complete the 2.5-month Bridge-builder training

Connects job-seekers and employers: motivational interviews, application support, work clubs, remote-work coaching, employer onboarding support.
What's the salary?+
Up to €1280/month gross for 0.6–0.8 FTE, depending on workload.
Do I need previous experience?+
No — strong people skills and willingness to learn matter most. Counselling, HR, social or communication backgrounds are an advantage.
